Population can’t be bought with money. Some NPCs can be attracted to work in the territory with money, but these NPCs are not included in the territory’s population.

Every two hours (one in-game day), some “refugees” will be refreshed on the edge of the territory.

The higher the territory’s prosperity and livability, the more “refugees” are refreshed.

When “refugees” join the territory and become part of it, it increases the territory’s population.

Prosperity and livability are comprehensive indicators of territory development.

Prosperity is the current development index of the territory;

Livability represents whether the locals are happy or not.

In simple terms,

The more complete and higher the level of various basic infrastructure, the higher the prosperity;

If the locals have food to eat, work to do, and a rich material and cultural life, and there are more entertainment facilities such as theaters, arenas, circuses, parks, etc., the livability will become higher.

The maximum value for both prosperity and livability is 100 points.

Above 60 points, the population grows normally; above 90 points, the population grows explosively;

Below 60 points, the population slowly decreases; below 10 points, you can basically consider giving up the territory.

If prosperity and livability are disproportionate, the lower one will prevail.

Generally, if the lord builds the territory with care, constructing a variety of houses to meet the growing material and cultural needs of the locals, the prosperity and livability of the territory will remain relatively high.

But under special circumstances, such as “Monster Siege”, “Bandits Attack”, “Flood Disaster”, “Typhoon Rampage”, “Local Crime”, etc., both prosperity and livability will drop.

This requires the lord’s precise management, adoption of relevant policies according to circumstances, and strengthening of the territory’s security and defense forces. Only then can the population growth be maintained at a high speed, and the territory upgraded to the city level.
